Lions Community Service Foundation (LCSF)

The Lions Community Service Foundation Singapore (“Lions Foundation”) is the successor to our former District Foundation, which was established in the seventies. All Chartered Clubs in District 308-A1 are members of the Lions Foundation. It was registered with the Registrar of Societies and Commissioner for Charities in 2003. It was granted Institute of Public Character (IPC) status from November 1, 2005 to October 31, 2006 to receive tax-exempt donations. The renewal of the Foundation’s IPC status is currently subject to LHE and LBSA subsuming their IPCs under the Lions Foundation.

Purpose
The Lions Foundation was established to harness the fiscal resources generated by Lions fund raising activities through a central organization. This would unite Lions in their community service efforts and maximize the value of the funds application. By pooling all funds raised, the Lions would derive higher returns on their fund. Most importantly, centralising Lions fund raising activities under the banner of the Lions Foundation would eliminate public confusion in competing Lions charitable causes and encourage donors’ loyalty. As an IPC, Lions Foundation was able to extend the scope of Lions fund raising activities with tax exemption privileges beyond that raised for services to the elderly, such as Lions Home for the Elders and Lions Befrienders. The scope of the IPC granted to Lions Foundation enabled Lions clubs to secure tax exempt donations through the Foundation for club projects such as scholarships for poor students, relief to families who lose their financial independence due to untimely demise or illness of main breadwinner, local application of LCI programs such as Lions Quests and Sight Conservation, besides any other local charity that currently enjoys IPC status eg Children societies.

The Lions Foundation hopes to build a $30 million Endowment from the fund raising activities of Lions Clubs in Singapore. Income from the Endowment Fund would be used to fund Lions service projects including Lions Nursing Home and Lions Befrienders.

Lions Clubs raising fund for the Lions Foundation can either :-
(1) designate the fund raised to any charitable cause in Singapore, (the tax exempt receipt would be issued by the IPC of that charity and not the Foundation) or
(2) raise the fund directly for the Foundation’s Endowment Fund.
